As President Bola Ahmed Tinubu marks three years in office, AdvoKC Foundation has launched the third-year edition of the BAT-O-METER report, an independent assessment of the administration’s performance against the promises made under the “Renewed Hope” agenda during the 2023 presidential campaign.

Three years after the administration took office in May 2023, the report paints a sobering picture of Nigeria’s governance landscape. While the country is seeing cautious macroeconomic stabilisation on paper, deep structural deficiencies continue to impact the daily lives of citizens.
The Promise Tracker NG framework systematically analysed the 53 promises across seven thematic sectors, including the Economy, Education, Security, and Infrastructure. According to the findings, 11 promises representing 20.8% were rated as Kept, 22 promises representing 41.5% were rated as Compromised, while 20 promises representing 37.7% were classified as Broken.

The report describes the administration’s performance as a mixed picture of ambitious reforms, partial implementation, and persistent structural challenges that continue to affect the daily lives of Nigerians.
Speaking on the release of the report, Habib Sheidu, Project Director of the Foundation, stated that the BAT-O-METER is not designed as a partisan exercise but as a democratic accountability tool aimed at helping citizens objectively assess governance performance.
“Democracy does not end after elections. Campaign promises are social contracts between leaders and citizens, and citizens deserve to know what has been achieved, what remains incomplete, and what has not been delivered at all,” Habib said.
The report acknowledges areas where the administration recorded notable progress, particularly in education and aspects of economic reform. These include the implementation of the student loan scheme through NELFUND, reforms in the creative economy, the establishment of MSME support programmes, and the rollout of a new national curriculum for schools.
However, the report also highlights major concerns around infrastructure delivery, insecurity, electricity supply, environmental commitments, and governance reforms. Key promises such as ending estimated electricity billing, eliminating kidnapping, reviving Ajaokuta Steel Company, completing major rail projects, and fully implementing environmental restoration initiatives were rated as broken.
The report further notes that while some macroeconomic indicators have improved, including inflation moderation, increased external reserves, and modest GDP growth, many Nigerians continue to struggle with the realities of rising living costs, food inflation, transportation expenses, and weak public infrastructure.
As the country gradually approaches the 2027 general elections, AdvoKC Foundation says the report is intended to encourage informed civic participation, evidence-based political conversations, and a stronger culture of accountability in governance.
The BAT-O-METER is part of Promise Tracker NG, a civic accountability platform created by AdvoKC Foundation to monitor the promises and policy commitments of elected public officials in Nigeria.
